Employers are required to:
Be lawfully founded, with no prior history of significant unlawful conduct or a lack of credit, and be profitable.
In cases when there are no eligible Chinese applicants for specialized positions that meet with national rules, foreigners should be considered for employment.
Pay international workers as least as much as the local minimum pay norm.
Comply with all applicable rules and regulations in order to get the permission required by industrial management departments

Application for a Work Permit for a Non-U.S. Citizen
On April 1, 2017, the State Council Leading Group for the Reform of Administrative Examination and Approval System (SAFEA) was charged with putting into effect the new Foreigner's Work Permit system, which went into effect on that day.
International Work Permit + Foreigner Employment Permit = International Work Permit (foreign experts only).
For the application, just seven elements are required:

If you have previously been selected by relevant national talent programs, you do not need to submit an online application or submit paper materials for verification.

Other things to keep in mind about the green channel:
High-end talents (type A) who already have other forms of visas or valid residence permits in China may apply for a Foreigner's Work Permit directly via the Chinese government.
Applications for a Foreigner's Work Permit, as well as extensions and cancellations of such permits, will henceforth be processed in 5 business days.
